i'd like to get a good portable dac+amp to take along with my laptop and iems.

I know a couple people who own these. External DACs are really nice. I use RCA for digital out but USB is fine too.
my laptop doesn't have a digital out (rca or optical), so i gotta go with usb.

their listening room is pretty amazing. over a hundred different headphones hanging on the wall and a stack of amps on a cart.
