hm.. i'm probably just remembering stamps on letters from my french relatives.
coincidentally, none of my foreign stamps reflect that amount.

maybe. the official rate is $0.98 for first-class international mail not over one ounce to countries other than canada and mexico.
the easiest way to do that is with a $1.00 wisdom stamp.
