Except for the memory, it's all good quality parts too! No cheap Chinese fuki yoki crap.
the former is because that's just what the intel board uses. the latter is probably due to overclockers.

I don't think the return policy has anything to do with the RAM itself, and more to do with NewEgg.
maybe it's because ram prices are volatile.
