working at a national lab i have learned that the government wastes a lot of time/money on things like making sure there is no waste or unnecessary expenditures as well as keeping metrics on stuff like this. I guess it is a double-edged sword because if there were no accountability nothing would get done but creating accountability wastes half of everyone's time.
it's nice to be canadian sometimes.
